Pandemic Agreement: MSF’s Comments on Selected Provisions of Revised Draft of Negotiating Text

The 9th meeting of the World Health Organization (WHO) Intergovernmental Negotiating Body to negotiate the Pandemic Agreement takes place from 18-28 March 2024. Ahead of the meeting, a revised draft of the negotiating text of the agreement was distributed to relevant stakeholders.

While the current draft contains strengthened provisions on transparency, stockpiling, research and development funding, among others, and reemphasises the need for respecting the use of intellectual property flexibilities, there are outstanding issues that need to be addressed. In this publication, we compare selected provisions of the current draft with the previous text, analysing their implications for equitable access to medical products.
